Cumilla Civil Surgeon Dr Mohammad Majibur Rahman took the action against Shirin Akter, a cleaner, and Jesmine Akter Dolly, an aya, while visiting the hospital on Tuesday.
The civil surgeon said Fatema Begum, wife of Selim Miah, a rickshaw-puller of Laxmipur village in the upazila, got admitted to the hospital with labour pain around 3 pm on Saturday under the supervision of Dr Neela Parvin.
Around 11 pm on the day, two senior nurses -- Asia Akter and Jharna Begum -- and aya Dolly attempted a normal delivery. At one stage, the newborn’s hands and legs got severed during the delivery while the head remained in the womb of Fatema.
They also dumped the organs into a dustbin.
Dr Ahmed Kabir, a health official of the hospital, said the two nurses along with the assistant conducted the delivery without informing the duty doctors and Dr Neela Parvin.
The patient was sent to Comilla Medical College Hospital where she underwent a surgery to get the head of the newborn released.
The incident came to light on Sunday when passersby found the organs into the dustbin. The incident drew huge flak.
Meanwhile, the hospital authorities formed a three-member committee, headed by Dr Tamanna Aftab Solaiman, a junior consultant of the gynecology department of the hospital, on Sunday to look into the matter.
Besides, the District Health Department formed another five-member probe body, headed by Dr Nazrul Islam, Health and Family Planning official of Titas upazila. The committee has been asked to submit its report within seven days.
Besides, the process to take action against two nurses is underway, said Mujibur Rahman.
