Ecnec likely to clear 2 mega projects on port & power

Dhaka, Dec 8 (UNB) – Ecnec is likely to consider in its Tuesday’s meeting two big power and energy sector projects, including the installation of single point mooring with double pipeline with Tk 4,935.97 crore to ensure the safe and smooth unloading of imported crude oil and finished products.
Ecnec (Executive Committee of the National Economic Council) Chairperson and Prime Minister Sheikh Hasina will preside over the meeting to be held at the NEC conference room.
The meeting is likely to consider a total of 10 projects, including nine new and one revised ones.
Talking to UNB, a Planning Commission official said Eastern Refinery Limited on behalf of the Bangladesh Petroleum Corporation under the Power, Energy and Mineral Resources Ministry will implement the Installation of Single Point Mooring (SPM) project by December 2018.
Out of the estimated project cost, Tk 920.87 crore will come from the national exchequer, while Tk 111.90 crore from the organisation's own fund and Tk 3,903.20 crore as project assistance from Chinese EXIM Bank, the official said.
The main objectives of the project are to ensure unloading of imported crude oil and finished products safely, easily and quickly at low cost, reducing the system loss in import of crude and finished products through lighterage operation, keeping the balance between the growing demand of energy and its supply, enhancing the petroleum oil retention capacity through setting up of a diesel and crude oil storage tank farm at Maheshkhali and increasing energy supply security.
Under the project, the Planning Commission official said, there will be establishment of SPM and Pipe Line End Manifold (PLEM), setting up of 220 kilometer pipeline, setting up tank farm and pump station at Moheshkhali, setting of Supervisory Control and Data Acquisition system, land acquisition and compensation, expert services, establishment of firefighting system and related works.
A pre-evaluation committee (PEC) meeting on the project was held on October 26 where the Planning Commission recommended giving approval to the project.
Another official at the Planning Commission preferring anonymity said the Western Zone Grid Network Development Project will be placed at Tuesday's Ecnec meeting for its consideration.
Power Grid Company of Bangladesh Limited under the Power, Energy and Mineral Resources Ministry will implement the proposed project by June 2019 spending Tk 1423.89 crore.
Of the estimated project cost, the government will provide Tk 324.75 crore, while KfW of Germany will provide Tk 625.20 crore as project assistance and the rest of Tk 473.94 crore will come from PGCB.
The project envisages installation of 80-km Ishwardi-Rajshahi 230KV transmission line, 53-km Gollamari-Gopalganj 132 KV transmission line, construction of 25-km Baghabari-Bhangura single circuit 132KV transmission line, 31-km Mongla-Bagerhat single circuit 132 KV transmission line, 80-km Bheramara-Rajbari 132 KV transmission line redirecting.
A pre-evaluation committee meeting on the proposed project was held on December 24 last year where the Planning Commission recommended its implementing.
