19th JS session to continue till September 1
The 19th session of the current parliament that began Sunday will continue till September 1.
The session will start at 5pm on each working day.
The decisions came at a meeting of the Business Advisory Committee (BAC) of the current parliament held at Jatiya Sangsad Bhaban in Dhaka. It also decided that the speaker may extend or cut the working days of the current session.
Committee Chair and Speaker Dr Shirin Sharmin Chaudhury presided over the meeting.

Prime Minister Sheikh Hasina, Amir Hossain Amu, Tofail Ahmed, Sheikh Fazlul Karim Selim, Obaidul Quader, Rashed Khan Menon, Hasanul Huq Inu, Anisul Huq, Golam Mohammad Quader, Anisul Islam Mahmud and Noor-E-Alam attended it.
Parliament returned to the session at 5pm, offering the highest forum for the people's representatives to be heard for the first time since the onset of the much-talked-about power cuts and hike in fuel prices.
With Awami League in power, no one can stop Bangladesh’ development, Hasina tells JS
Prime Minister Sheikh Hasina on Thursday said that no one can stop Bangladesh’s march towards development if the country is run in accordance with the plans formulated by the ruling Awami League.
“If the country goes with these plans no one will be able to restrict the forward march of the country. This is my firm believe.” she said told the House speaking at an unscheduled discussion on the occasion of the 73rd founding anniversary of Awami League.
The Leader of the House said that the AL government has formulated the plans to transform Bangladesh into an advanced country in the future.
She mentioned said that her Awami League government has adopted the Delta Plan 2100 and formulated plans to make the country prosperous and developed one by 2041.
“If AL continues in power to serve the people, Bangladesh will surely be a developed and prosperous country in future,” She said.
Hasina said that AL means Bangladesh’s independence, attainment of the right to speak in mother tongue, developed and Golden Bangladesh.
“The birth of Awami League was for a special reason,” she recalled.

She mentioned that just seven months into the independence of Pakistan, the Pakistani rulers adopted a hostile attitude towards the then East Pakistan (now Bangladesh) and its people.
She said that the then Pakistani rulers prevented Bengalis from speaking in their mother tongue, exploited the Bengalis socioeconomically and tortured.
“To protest that Bangabandhu Sheikh Mujibur Rahman forged Language Movement, established Chhatra League and from the very beginning of AL he was with it,” she said.
She also mentioned that AL since its inception in 1949 engaged in establishing the rights of the people of this country.
“AL is the organisation of the people of Bangladesh. The AL always waged movement for the oppressed and neglected people of the country. For this many AL leaders and activists laid their lives,” she added.
The PM said that the leaders and activists of AL are always beside the people of the country in any calamity.
“To serve the people is the duty and responsibility of ours. This is our ideology,” she claimed.
She said that AL restored democracy in the country after it was snatched by the military rulers following the assassination of the Father of the Nation Bangabandhu Sheikh Mujibur Rahman on August 15, 1975.
Bangladesh is developing as democracy continues, she said.
Hasina said that Padma Bridge has been built with the country’s own resources.
“Like this way Bangladesh will be advancing and it will never be dependent on others and never to beg to anyone. With its own dignity Bangladesh will raise its head in the world arena,” she said.
AL lawmakers Amir Hossain Amu and Tofail Ahmed also took part in the discussion.

Cost of various projects to be revised, LGRD minister tells JS
LGRD minister Tajul Islam on Monday said the government will revise the cost of various projects considering the rising cost of construction materials including rod.He said this in parliament Monday, replying to a supplementary question from independent lawmaker Rezaul Karim.The minister informed the House that this will be done within the next one week to 10 days.“In that case the contractors will be interested to carry out works of different projects,” he said.In the supplementary question, Rezaul Karim said, MPs have received a special allocation of Tk 20 crore. But development works remained stalled due to increasing price of rod.

Even then the prices of construction materials including rods have gone up,” he said.The minister said he had raised the issue before the Prime Minister Sheikh Hasina at a recent meeting.

JS budget session set to begin Sunday
The 18th session of the 11th Parliament, which is the budget session, will begin on Sunday to approve the budget for the 2022-23 fiscal year.The session will start at 5pm. Before it the Business Advisory Committee will sit after lapse of two years due to the coronavirus pandemic. It will fix the schedule of the session and other matters.Finance Minister AHM Mustafa Kamal will place the budget on June 9.

These are Bangladesh Gas, Oil and Mineral Resources Corporation Bill, National Freedom Fighters Council Bill, Bangladesh Nuclear Power Commission (Amendment) Bill and Bangladesh Supreme Court Judges (Vacation, Pension and Privilege) Bill.
On May 17, the National Economic Council (NEC) approved the annual development programme for FY23 with an outlay of Tk 2,46,066.09 crore, up by 9.23 per cent from the previous year.

Parliament passes legislation providing tough penalty for polluting port area
Parliament on Tuesday passed the ‘Chattogram Port Authority Bill incorporating tougher penalty for polluting environment in the port area.
State Minister for Shipping Khalid Mahmud Chowdhury moved the bill in the House and it was passed by voice vote.The legislation also abolished the Chittagong Port Authority Ordinance ,1976 as it was promulgated during a military regime.
As per the legislation, the punishment for harming the environment by polluting water, land and coast will be fixed as per the environment conservation law.

It also says if any rule under the law is breached and punishment for which is not stated in the environment conservation law, the fine will be six months of imprisonment or Tk two lakh fine or both.
According to a new provision incorporated in the bill, the punishment for dodging toll, fee and other charges of the port will invite a one-month jail or fine of Tk one lakh or both.
For rent and toll the Authority will formulate a chart and take permission from the government. But for below Tk 5000 rent or toll no permission will be required.

The draft law also proposed creation of a fund for the development of the Port.
As per the legislation, there will be one Chairman and a seven-member Board for Chattogram Port Authority. In the existing law, there is a 4-member board. The Board will hold at least one meeting in every two months.
JS passes bill to check boiler-related accidents, ensure safety in industries
The Boilers Bill, 2022 was passed in Parliament on Sunday aiming to check boiler-related accidents and ensure safer work environment in industries by constructing and using standard boilers there.
Industries Minister Nurul Majid Mahmud Humayun moved the bill in the House which was passed by voice vote.
The bill will replace the Boiler Act, 1923.
As per the Bill, if anyone operates boilers without taking prior permission will face maximum two years of imprisonment or maximum fine of Tk 200,000 or both.
For building boilers without prior permission, the punishment will be the same.
One has to take license for repairing boiler, its violation is punishable. The punishment is maximum two years imprisonment or maximum Tk 200,000 fine or both.

For tempering the license of any boiler, the punishment is maximum two years imprisonment or maximum Tk 200,000 fine or both.
For transferring or handing over boiler to another person, the punishment is maximum one year imprisonment or maximum Tk 100,000 fine or both.
After any boiler accident, the user has to inform it to the authorities concerned immediately. For failure, the user will face maximum two years of imprisonment or maximum Tk 200,000 fine or both.
JS passes Bangladesh Patents Bill, 2022
Bangladesh Patents Bill, 2022 was passed in Parliament on Sunday aiming to make the century-old patent law a time-befitting one and strengthen the safeguard of intellectual property rights.
Industries Minister Nurul Majid Mahmud Humayun moved the bill in the House which was passed by voice vote.
According to the bill, the owner will be given the patent of any innovation for 20 years and then it will become a public property.

A registrar office will be there to issue or cancel patents of any single inventor or joint inventors of a technical innovation under the proposed law.
Bill placed in JS to bring discipline in private medical, dental colleges
The Private Medical College and Dental College Bill, 2022 was placed in Parliament on Wednesday to ensure discipline in private medical and dental colleges by bringing those under a law instead of two separate guidelines.
Health Minister Zahid Maleque placed the Bill and it was sent to the respective Parliamentary Standing Committee for further scrutiny. The committee was asked to submit its report within 60 days.
The country’s private medical and dental colleges are now operated under the Private Medical College Establishment and Operation Guidelines, 2011 and Private Dental College Establishment and Operation Guidelines, 2009.

As per the bill, a private medical or dental college must have at least 50 students while its teachers-students ratio will have to be 1:10 as per the proposed law.
A medical college needs to have at least two acres of land in any metropolitan area while the land requirement for the dental college is one acre.
For setting up a medical college outside any metropolitan area, the land requirement is four acres and it is two acres for a dental college.
Trade Organisation Bill placed in JS
The Trade Organisation Bill, 2022 was placed in Parliament on Sunday, aiming to allow the foreign traders to form joint-trade bodies in Bangladesh.
Commerce Minister Tipu Munshi placed Bill and it was sent to the scrutiny committee for further examination. The committee was asked to submit its report within 30 days.
This will replace the Trade Organisations Ordinance, 1961.
The draft law stated that some legal bases have been laid down for the women entrepreneurs in trade organisations through licensing.

A provision has been made for a joint chamber of commerce and industry (between countries) and a chamber of commerce and industry alliance.
The foreign traders will be able to form a joint chamber.
