Plane with 28 on board missing in Russian Far East region
A plane with 28 people on board went missing in the Russian Far East region of Kamchatka on Tuesday, local officials said.
An Antonov An-26 plane with 22 passengers and six crew members, flying from the city of Petropavlovsk-Kamchatsky to the town of Palana, missed a scheduled communication, local emergency officials said. The plane also disappeared from radar, the local transport ministry.

The plane belonged to a company called Kamchatka Aviation Enterprise. The plane has been in operation since 1982, Russian state news agency Tass reported. The company’s director, Alexei Khabarov, told the Interfax news agency that the plane was technically sound.
An investigation has been launched, and a search mission is underway. Media reports have suggested the plane may have crashed into the sea, but there has been no official confirmation of that yet. Two helicopters and an airplane have been deployed to inspect the missing plane’s route, local officials said.
The state RIA Novosti news agency reported that several ships have also been searching for the plane. The town of Palana is located on the coast of the Okhotsk Sea.
The plane was on approach for landing when contact was lost about 10 kilometers (six miles) away from Palana’s airport. The head of the local government in Palana, Olga Mokhireva, was aboard the flight, spokespeople of the Kamchatka government said.

In 2012, an Antonov An-28 plane belonging to Kamchatka Aviation Enterprise crashed into a mountain while flying from Petropavlovsk-Kamchatsk and coming in for a landing in Palana. A total of 14 people were on board and 10 of them were killed. Both pilots, who were among the dead, were found to have alcohol in their blood, Tass reported.
Finance Minister wonders why people moving to Europe risking lives
Finance Minister AHM Mustafa Kamal has wondered why Bangladeshis are illegally moving to Europe risking their lives despite Bangladesh’s huge economic progress.
“I really don’t understand why people are moving to Europe risking their lives,” he said after a meeting of the Cabinet Committee on Public Purchase on Saturday.
The minister said this when reporters drew his attention to recent the rescue of 264 Bangladeshis from Tunisian coast of the Mediterranean.

Tunisian authorities on June 24 rescued 267 migrants, most of them Bangladeshis, who tried to sail from neighbouring Libya to Italy across the Mediterranean, reports AFP quoting the International Organization for Migration.
Mustafa Kamal said people from other countries are also moving to Europe illegally, not only from Bangladesh. “This is a regular phenomenon.”

Responding to another question, the finance minister said the government has not yet taken any decision on the demand of businesspeople to extend the repayment time of their loans which they placed against the backdrop of the new strict lockdown to check the spike in Covid-19 cases and casualties.
He noted that a high-level committee under Prime Minister Sheikh Hasina will take any decision on any special allocation for the poor people to save them from the economic fallouts of the new lockdown startling on Monday next.

Merkel: Europe ‘on thin ice’ amid delta virus variant rise
German Chancellor Angela Merkel said Thursday that Europe is “on thin ice” in its battle against the coronavirus, as the highly contagious delta variant threatens to undo progress made in reducing infections.
In what may be her last government declaration to the German parliament, Merkel said the further response to the pandemic would be a main topic of discussion among European Union leaders at a meeting in Brussels on Thursday.
She noted that the number of COVID-19 cases in the 27-nation bloc continue to decline, while vaccination rates climb.
“But even though there is reason to be hopeful, the pandemic isn’t over, in particular in the world’s poor countries,” she said. “But in Germany and Europe we’re also still moving on thin ice.”
“We need to remain vigilant,” Merkel added. “In particular the newly arising variants, especially now the delta variant, are a warning for us to continue to be careful.”
EU health officials predicted Wednesday that the delta variant will make up 90% of all cases across the bloc by the end of August, showing the need for as many people to be fully vaccinated as possible.
In Germany, the delta variant now makes up about 15% of new cases, according to the country’s disease control agency.
The country has pressed for EU countries to form a joint position on quarantine for travelers from areas where variants of concern are particularly prevalent. This includes England, where the delta variant — first detected in India — already makes up a majority of cases.
Biden abroad: Pitching America to welcoming if wary allies
President Joe Biden spent his first trip overseas highlighting a sharp break from his disruptive predecessor, selling that the United States was once more a reliable ally with a steady hand at the wheel. European allies welcomed the pitch — and even a longtime foe acknowledged it.
But while Biden returned Wednesday night to Washington after a week across the Atlantic that was a mix of messaging and deliverables, questions remained as to whether those allies would trust that Biden truly represents a long-lasting reset or whether Russia’s Vladimir Putin would curb his nation’s misbehaviors.
Biden’s mantra, which he uttered in Geneva and Brussels and on the craggy coast of Cornwall, England, was that “America was back.” It was Putin, of all people, on the trip’s final moments, who may have best defined Biden’s initial voyage overseas.
“President Biden is an experienced statesman,” Putin told reporters. “He is very different from President Trump.”

But the summit with Putin in Geneva, which shadowed the entire trip and brought it to its close, also underscored the fragility of Biden’s declarations that the global order had returned.
Though both men declared the talks constructive, Putin’s rhetoric did not change, as he refused to accept any responsibility for his nation’s election interference, cyberhacking or crackdown on domestic political opponents. At the summit’s conclusion Biden acknowledged that he could not be confident that Putin would change his behavior even with newly threatened consequences.
Biden’s multilateral summits with fellow democracies — the Group of Seven wealthy nations and NATO — were largely punctuated by sighs of relief from European leaders who had been rattled by President Donald Trump over four years. Yet there were still closed-door disagreement on just how the Western powers should deal with Russia or Biden’s declaration that an economic competition with China would define the 21st century.
“Everyone at the table understood and understands both the seriousness and the challenges that we’re up against, and the responsibility of our proud democracies to step up and deliver for the rest of the world,” Biden said Sunday in England.
As vice president and chairman of the Senate Foreign Relations Committee, Biden had trotted the globe for more than four decades before he stepped off Air Force One and onto foreign soil for the first time as commander in chief. His initial stop, after a speech to thank U.S. troops stationed in England, was for a gathering with the other G-7 leaders.
The leaders staked their claim to bringing the world out of the coronavirus pandemic and crisis, pledging more than 1 billion coronavirus vaccine doses to poorer nations, vowing to help developing countries grow while fighting climate change and backing a minimum tax on multinational firms.

At the group’s first face-to-face meeting in two years because of the pandemic, the leaders dangled promises of support for global health, green energy, infrastructure and education — all to demonstrate that international cooperation is back after the upheavals caused by the pandemic and Trump’s unpredictability. There were concerns, though, that not enough was done to combat climate change and that 1 billion doses were not nearly sufficient to meet the stated goal of ending the COVID-19 pandemic globally by the end of 2022.
The seven nations met in Cornwall and largely adhered to Biden’s hope that they rally together to declare they would be a better friend to poorer nations than authoritarian rivals such as China. A massive infrastructure plan for the developing world, meant to compete with Beijing’s efforts, was commissioned, and China was called out for human rights abuses, prompting an angry response from the Asian power.
But even then, there were strains, with Germany, Italy and the representatives for the European Union reluctant to call out China, a valuable trading partner, too harshly. And there a wariness in some European capitals that it was Biden, rather than Trump, who was the aberration to American foreign policy and that the United States could soon fall back into a transactional, largely inward-looking approach.
After Cornwall, the scene shifted to Brussels where many of the same faces met for a gathering at NATO. Biden used the moment to highlight the renewed U.S. commitment to the 30-country alliance that was formed as a bulwark to Moscow’s aggression but frequently maligned by his predecessor.
He also underscored the U.S. commitment to Article 5 of the alliance charter, which spells out that an attack — including, as of this summit, some cyberattacks — on any member is an assault on all and is to be met with a collective response. Trump had refused to commit to the pact and had threatened to pull the U.S. out of the alliance.

“Article 5 we take as a sacred obligation,” said Biden. “I want NATO to know America is there.”
When Air Force One touched back down in Washington, Biden again faced an uncertain future for his legislative agenda, the clock ticking on a deadline to land a bipartisan infrastructure deal as the president was confronted with growing intransigence from Republicans and mounting impatience from fellow Democrats. But Biden and his aides believe he accomplished what he set out to do in Europe.
The most tactile of politicians, Biden reveled in the face-to-face diplomacy, having grown frustrated with trying to negotiate with world leaders over Zoom. Even amid some disagreements, he was greeted warmly by most of his peers, other presidents and prime ministers eager to exchange awkward elbow bumps and adopt his “build back better” catchphrase.
At the end of each day, Biden would huddle with aides, including Secretary of State Tony Blinken and national security adviser Jake Sullivan, eagerly going over a play-by-play of the day’s meetings and preparing for the next. Aides padded his schedule with some down time to pace the 78-year-old president, though there were still a few missteps, including some verbal flubs and when he simply neglected to announce a Boeing-Airbus deal in front of the European Council.
His summit with Putin, coming three years after Trump sided with the Russian leader over U.S. intelligence agencies when those two men met in Helsinki, loomed over the trip, with the cable networks giving it Super Bowl levels of hype. Aides wanted to confront Putin early in the presidency, with some hope of reining in Moscow and reaching some stability so the administration could more squarely focus on China.
There were no fireworks in their summit near the Swiss Alps, and the nations agreed to return ambassadors to each other’s capitals and took some small steps toward strategic stability.

But while Biden was able to deliver stern warnings to Putin behind closed doors, he also extracted few promises. In the Russian president’s post-summit remarks, he engaged in classic Putin misdirection and what-about-ism to undermine any of the United States’ moral high ground.
In his own Geneva news conference, Biden stood against a postcard-perfect backdrop of a tree-lined lake, taking off his suit jacket as the sun beat down from behind, so bright that reporters had trouble looking directly at the president.
Once more, Biden declared that America was back, but he also soberly made clear that it was impossible to immediately know if any progress with Russia had, in fact, been made.
“What will change their behavior is if the rest of world reacts to them and it diminishes their standing in the world,” Biden said. “I’m not confident of anything; I’m just stating a fact.”
‘Practical work’ summit for Biden, Putin: No punches or hugs
U.S. President Joe Biden and Russia’s Vladimir Putin exchanged cordial words and plotted modest steps on arms control and diplomacy but emerged from their much-anticipated Swiss summit Wednesday largely where they started -- with deep differences on human rights, cyberattacks, election interference and more.
The two leaders reached an important, but hardly relationship-changing agreement to return their chief diplomats to Moscow and Washington after they were called home as the relationship deteriorated in recent months. And Biden and Putin agreed to start working on a plan to solidify their countries’ last remaining treaty limiting nuclear weapons.
But their three hours of talks on the shores of Lake Geneva left both men standing firmly in the same positions they had started in.
“I’m not confident he’ll change his behavior,” Biden said at a post-summit news conference, when he was asked about what evidence he saw that former KGB agent Putin would adjust his ways and actions. “What will change his behavior is the rest of the world reacts to them, and they diminish their standing in the world. I’m not confident in anything.”

Both the White House and Kremlin had set low expectations going into the summit. They issued a joint statement after the conclusion that said their meeting showed the “practical work our two countries can do to advance our mutual interests and also benefit the world.”
But over and over, Biden defaulted to “we’ll find out” when assessing whether their discussions about nuclear power, cybersecurity and other thorny issues will pay off.
Back-to-back news conferences by Biden and Putin after the summit also put in stark relief that getting at the root of tensions between the U.S. and Russia will remain an enormously difficult task — including when the two sides, at least in public comments, sketched dramatically different realities on cyber matters.
Biden came into the summit pushing Putin to clamp down on the surge of Russian-originated cybersecurity and ransomware attacks that have targeted businesses and government agencies in the U.S. and around the globe. But when the summit ended, it wasn’t evident that more than superficial progress had been made.
Biden said he made clear to Putin that if Russia crossed certain red lines — including going after major American infrastructure — his administration would respond and “the consequences of that would be devastating,”
Putin, in turn, continued to insist Russia had nothing to do with cyber intrusions despite U.S. intelligence evidence that indicates otherwise.
“Most of the cyberattacks in the world are carried out from the cyber realm of the United States,” said Putin, also adding Canada, two Latin American countries he didn’t name and Britain to the list.

While the U.S., Canada and Britain all engage in cyberespionage, the most damaging cyberattacks on record have come either from state-backed Russian hackers or Russian-speaking ransomware criminals who operate with impunity in Russia and allied nations.
In fact, the worst have been attributed by the United States and the European Union to Russia’s GRU military intelligence agency, including the NotPetya virus that did more than $10 billion in economic damage in 2017, hitting companies including shipping giant Maersk, the pharmaceutical company Merck and food company Mondolez.
Putin agreed at the summit that Russia will begin consultations with the U.S. on the matter and acknowledged that ransomware and cyberattacks are big problems. Still, he maintained that the two countries “just need to abandon various insinuations.”
Despite the clear differences, Biden insisted that progress had been made, scolding reporters for being too pessimistic during a chat on the tarmac just before he boarded Air Force One to return home.
“There is a value to being realistic and putting on ... an optimistic face, ” the president said.
Biden said the two leaders spent a “great deal of time” discussing cybersecurity and he believed Putin understood the U.S. position.
“I pointed out to him, we have significant cyber capability,” Biden said. “In fact, (if) they violate basic norms, we will respond.”

A disconnect between the two leaders was apparent on other matters, large and small.
Biden raised human rights issues with Putin, including the fate of opposition leader Alexei Navalny. Putin defended Navalny’s prison sentence and deflected repeated questions about mistreatment of Russian opposition leaders by highlighting U.S. domestic turmoil, including the Black Lives Matter protests and the Jan. 6 Capitol insurrection. Biden was having none of it.
“My response is kind of what I communicated” to Putin, Biden said. “That’s a ridiculous comparison.”
Putin held forth for nearly an hour before international reporters after the summit. While showing defiance at questions about Biden pressing him on human rights, he also expressed respect for the U.S. president as an experienced political leader.
The Russian noted that Biden repeated wise advice his mother had given him and that American president also spoke about his family — messaging that Putin said might not have been entirely relevant to their summit but demonstrated Biden’s “moral values.”
Overall, the tone was more businesslike than Putin’s 2018 summit with then-President Donald Trump, who embraced some of Putin’s unlikely statements about election interference but was considered somewhat amateurish and unpredictable by the Russians.
At this faceoff, though Putin raised doubt that the U.S.-Russia relationship could soon return to a measure of equilibrium of years past, he suggested that Biden was someone he could work with.

“The meeting was actually very efficient,” Putin said. “It was substantive, it was specific. It was aimed at achieving results, and one of them was pushing back the frontiers of trust.”
The summit had a somewhat awkward beginning — both men appeared to avoid looking directly at each other during a brief and chaotic photo opportunity before a scrum of jostling reporters.
It ended sooner than expected. Biden said that was because they had covered all the key areas and then “looked at each other like, OK, what next?”
Then Biden answered his own question
“What is going to happen next is we are going to be able to look back, look ahead in three to six months and say ‘Did the things we agreed to sit down and try to work out, did it work?’”
Australia says it’s reached a free trade deal with Britain
Britain and Australia had agreed on a free trade deal that will be released later Tuesday, Australian Trade Minister Dan Tehan said.
The agreement is the first for Britain since it left the European Union.
British Prime Minister Boris Johnson and his Australian counterpart Scott Morrison had reached agreement on the deal during negotiations in London, Tehan said.

“Both prime ministers have held a positive meeting in London overnight and have resolved outstanding issues in relation to the FTA,” Tehan said in a statement, referring to the Free Trade Agreement.
“Their agreement is a win for jobs, businesses, free trade and highlights what two liberal democracies can achieve while working together,” Tehan added.
Both prime ministers would make a formal announcement on Tuesday morning in London and release further information, he said.
Tehan said he spoke to Morrison on Tuesday. Australian Agriculture Minister David Littleproud described the deal as a “in-principle agreement.”

“The details are being nutted out from the in-principle agreement that our two prime ministers were able to get to last night over dinner,” Littleproud told Australian Broadcasting Corp.
“Our departments and the Trade Department are working through feverishly to make sure that an announcement can be made at our time tonight so that Australians will see exactly what is in that in-principle agreement,” he added.
The agreement is Australia’s 15th free trade agreement.
RMIT University international business expert Gabriele Suder said the deal was good news for both Britain and Australia.

“It’s wonderful news for the U.K. ... in particular because this is the first post-Brexit deal that has been really constructed from scratch, negotiated from scratch, and in addition has been negotiated in a record time of just one year, which is very, very unusual for free trade agreement negotiations,” Suder said.
Britain is Australia’s fifth-largest trading partner. Suder said she expected the deal would add 1.3 billion Australian dollars ($1 billion) a year to the Australian economy.
Biden at NATO: Ready to talk China, Russia and soothe allies
President Joe Biden makes his entrance at a NATO summit aiming to consult European allies on efforts to counter provocative actions by China and Russia while highlighting the U.S. commitment to the 30-country alliance that was frequently maligned by predecessor Donald Trump.
The summit Monday comes as Biden tries to rally allies for greater coordination in checking China and Russia, two adversaries whose actions on economic and national security fronts have become the chief foreign policy concerns in the early going of the Biden presidency.
Biden will use his time at the summit to underscore the U.S. commitment to Article 5 of the alliance charter, which spells out that an attack on one member is an attack on all and is to be met with a collective response.
“I will make it clear that the United States’ commitment to our NATO alliance and Article 5 is rock solid,” Biden told U.S. troops in the United Kingdom last week on the first stop of his eight-day European trip. “It’s a sacred obligation.”

The White House said the communique to be signed by alliance members at the end of the NATO summit is expected to include language about updating Article 5 to include major cyber attacks — a matter of growing concern amid a series of hacks targeting the U.S. government and businesses around the globe by Russia-based hackers.
The update will spell out that if an alliance member needs technical or intelligence support in response to a cyber attack, it would be able to invoke the mutual defense provision to receive assistance, according to White House national security adviser Jake Sullivan.
The president will begin his day meeting with leaders of the Baltic states on NATO’s eastern flank regarding the “threat posed by Russia,” China and the recent air piracy in Belarus, according to Sullivan. He’ll also meet with NATO secretary Jens Stoltenberg.
Biden’s itinerary in Europe has been shaped so that he would first gather with Group of Seven leaders for a three-day summit on the craggy shores of Cornwall and then with NATO allies in Brussels before his much-anticipated meeting with Russian President Vladimir Putin in Geneva on Wednesday.
At the G-7, leaders sought to convey that the club of wealthy democracies — Canada, France, Germany, Italy, Japan, the United Kingdom and the United States — is a better friend to poorer nations than authoritarian rivals such as China and Russia.
The G-7 meeting ended with a communique that called out forced labor practices and other human rights violations impacting Uyghur Muslims and other ethnic minorities in the western Xinjiang province. The president declined to discuss private summit negotiations over the provision, but said he was “satisfied” with the communique, although differences remain among the allies about how forcefully to call out Beijing.
Biden is focused on building a more cohesive bond between America and allies who had become wary of U.S. leadership after enduring four years of Trump’s name-calling and frequent invectives about the relevance of multilateral alliances like NATO.
The last administration was at odds with some leading NATO members, including Britain, Germany and France, over Trump’s 2018 decision to pull out of the Iran nuclear agreement that was brokered during the Obama administration. The accord limited Iran’s uranium enrichment program in exchange for an easing of sanctions.

Trump and other critics felt the deal gave Tehran too many economic benefits without doing enough to prevent Iran from eventually developing a nuclear weapon. The Biden administration is now seeking a path to resurrecting the accord.
Trump also complained that the NATO alliance allows “global freeloading” countries to spend less on military defense at the expense of the U.S. and dismissed the alliance as “obsolete.”
Biden offered a pointed rejoinder on Sunday, saying: “We do not view NATO as a sort of a protection racket. We believe that NATO is vital to our ability to maintain American security for ... the remainder of the century. And there’s a real enthusiasm.”
When alliance members last met for a summit in England in December 2019, Trump grabbed headlines by calling Canadian Prime Minister Justin Trudeau “two-faced” and French President Emanuel Macron “nasty.”
Trump lashed out after Trudeau was caught on a hot mic gossiping with other leaders about Trump turning photo opportunities into long news conferences. Ahead of the summit, Macron had declared NATO “brain dead” because of a void in U.S. leadership under Trump.
Biden has already acknowledged during his Europe tour that the alliance needs to ensure better burden sharing and needs stepped up American leadership. He’s also highlighted NATO members’ contributions in the war in Afghanistan.
The U.S. and the alliance are winding down their involvement in the nearly 20-year war that killed tens of thousands of Afghans and more than 3,500 U.S. and allied troops, while raising profound questions about whether NATO’s most ambitious effort was worth it.
The military effort followed the 2001 arrival of a U.S.-led coalition that ousted the Taliban for harboring al-Qaeda leader Osama bin Laden.
For now, NATO plans to leave civilian advisers to help build up government institutions. It’s unclear who will protect them. The alliance is also weighing whether to train Afghan special forces outside the country.

NATO members are also expected to endorse the creation of a new cyber defense policy to improve coordination with countries impacted by the increasing frequency of ransomware attacks, a climate security action plan to reduce greenhouse gases from military activities in line with national commitments under the Paris Agreement and a commitment to strengthen NATO’s deterrence to meet threats from Russia and elsewhere, according to the White House.
Biden will also meet with Turkey’s President Recep Tayyip Erdoğan on Monday on the sidelines of the summit.
The two leaders were expected to discuss Syria and Iran as well as what role Turkey can play on Afghanistan following the U.S. troop withdrawal, according to the White House. Also on the agenda: how Washington and Ankara “deal with some of our significant differences on values and human rights and other issues,” Sullivan said.
The unsettled security situation in Libya, as well as overlapping concerns on China and Russia are also expected to be discussed.
NATO leaders bid symbolic adieu to Afghanistan at summit
U.S. President Joe Biden and his NATO counterparts will bid a symbolic farewell to Afghanistan on Monday in their last summit before America winds up its longest “forever war” and the U.S. military pulls out for good.
The meeting is bound to renew questions about whether NATO’s most ambitious operation ever was worth it.
The 18-year effort cost the United States alone $2.26 trillion, and the price in lives includes 2,442 American troops and 1,144 personnel among U.S. allies, according to figures from Brown University. NATO does not keep a record of those who die in its operations.
Those casualty figures dwarf Afghan losses, which include more than 47,000 civilians, up to 69,000 members of the national armed forces and police, and over 51,000 opposition fighters.

The military effort followed the 2001 arrival of a U.S.-led coalition that ousted the Taliban for harboring al-Qaeda leader Osama bin Laden. Few experts argue that it brought long-term stability, meaningful democracy or security.
“At this point, you get the impression that NATO leaders almost want to downplay and leave quietly, rather than making too big a deal of it, and going on to focus on other business,” said Erik Brattberg, director of the Europe Program at the Carnegie Endowment for International Peace.
With the U.S. leading the withdrawal, European allies and Canada want to hear Biden’s thinking about how security will be assured at their embassies, along major transport routes and above all at Kabul’s airport.
Many wonder whether the Afghan government can survive a resurgent Taliban. Some think Kabul’s capitulation is only a matter of time.
“We are currently in intense discussions with our member states, the United States, NATO and the United Nations on the absence of essential security conditions for our continued diplomatic presence. It will be difficult to keep it” in place, European Union foreign policy chief Josep Borrell said.
For now, NATO plans to leave civilian advisers to help build up government institutions. It’s unclear who will protect them. The 30-nation alliance is also weighing whether to train Afghan special forces outside the country.
As an organization, NATO will not provide sanctuary for Afghans who worked alongside its forces — routinely risking their lives — although a few individual members will. NATO Secretary-General Jens Stoltenberg says it’s simply time to leave.
“Afghanistan has come a long way, both when it comes to building strong, capable security forces, but also when it comes to social and economic progress,” he told The Associated Press. “At some stage, it has to be the Afghans that take full responsibility for peace and stability in their own country.”

Few Afghans share that assessment of their country, which has a 54% poverty rate, runaway crime, rampant corruption and an illicit economy that outstrips the legal economy.
When NATO took charge of international security operations in 2003, Afghanistan was its first major mission outside Europe and North America. The aim was to stabilize the government, build up local security forces and remove a potential base for extremist groups.
Yet 18 years later, security is at its lowest ebb for most Afghans. The capital is rife with criminal gangs, many linked to powerful warlords, and there are routine attacks by an upstart Islamic State.
Quite early into the operations, as combat took its toll on NATO troops, extremists and civilians, a stalemate developed. The Taliban could not be routed from outlying areas, but neither could its fighters seize and hold major cities.
Troop surges made little difference, and it soon became clear that NATO’s military training effort was its exit strategy. Only by creating a big army capable of standing on its own feet could the organization wind up its operations.
But the Afghan army was plagued by corruption, desertion and low morale. Experts say it still is, and this remains a major concern as NATO insists on funding the nation’s security forces after it’s gone.
Donald Trump’s unilateral decision to leave by May 1 stunned U.S. allies. It highlighted NATO’s weakness: European members and Canada simply cannot sustain major operations without logistical support from their biggest partner.
Biden’s decision to pull U.S. troops out by the 20th anniversary of the 9/11 attacks on New York and Washington changed little, although he did consult allies this time.

James Dobbins, a former Afghan envoy who now works for the RAND Corporation think tank, predicts the exit will mean the loss of government legitimacy.
“The U.S. departure will be seen as a victory for the Taliban and a defeat for the United States,” he said in an opinion piece. “The result will be a blow to American credibility, the weakening of deterrence and the value of American reassurance elsewhere.”
On Monday, NATO’s leaders will reaffirm the strength of their alliance and go back to what they know best: their old nemesis, Russia. Biden will brief his partners before meeting with Russian President Vladimir Putin. Afghan President Ashraf Ghani was not invited to NATO’s summit.
“There is little appetite left to continue investing in Afghanistan,” Brattberg said. “There is a sense of being fed up in a lot of NATO countries, and now it’s just time to pack the bags and get out with little consideration about the consequences that could have on the ground.”
Europe tells tourists: Welcome back! Now work out the rules
Europe is opening up to Americans and other visitors after more than a year of COVID-induced restrictions, in hope of luring back tourists — and their dollars — to the continent’s trattorias, vistas and cultural treasures. But travelers will need patience to figure out who’s allowed into which country, how and when.
As the European Union’s doors reopen one by one to the outside world for the first time since March 2020, tourists will discover a patchwork of systems instead of a single border-free leisure zone, because national governments have resisted surrendering control over their frontiers amid the pandemic. And post-Brexit Britain is going its own way altogether.
Meanwhile, the welcoming mood isn’t always mutual. U.S. borders, for example, remain largely closed to non-Americans.
Here’s a look at current entry rules in some popular European tourist destinations. One caveat: While these are the regulations as written by governments, travelers may meet hiccups as airlines or railway officials try to make sense of them.
FRANCE
If you’re vaccinated, come to France. But only if you got one of the four EU-approved vaccines: Pfizer, AstraZeneca, Moderna or Johnson & Johnson. That works for Americans — as long as they can produce official proof of vaccination — but not for large swaths of the world like China and Russia where other vaccines are used.
France’s borders officially reopened Wednesday. Vaccinated visitors from outside Europe and a few “green” countries will still be asked for a negative PCR test no older than 72 hours, or a negative antigen test of no more than 48 hours. Unvaccinated children will be allowed in with vaccinated adults, but will have to show a negative test from age 11.
Tourists are banned from 16 countries wrestling with virus surges and worrisome variants that are on a red list that includes India, South Africa and Brazil.
Non-vaccinated visitors from “orange list” countries — including the U.S. and Britain — can’t come for tourism either, only for specific, imperative reasons.

ITALY
Americans — the second-biggest group of foreign tourists to Italy — have been welcome since mid-May. However, they need to self-isolate upon arrival for 10 days unless they arrive on so-called “COVID-tested flights.” That means passengers are tested before and after the flight and must fill out documents about their whereabouts to facilitate contact tracing if required.
“COVID-tested” flights from the U.S. started in December and have also been operating since May from Canada, Japan and the United Arab Emirates.
Italy also started allowing tourists from Britain and Israel last month, meaning they no longer need an “essential” reason to visit and don’t have to self-isolate, providing they present proof of a negative COVID test taken no more than 48 hours prior to arrival.
The same rules apply to travelers from EU countries and those on “COVID-tested” flights from the U.S., Canada, Japan and the United Arab Emirates.
GREECE
Tourism-reliant Greece started opening to American travelers back in April, and now visitors from China, Britain and 20 other countries are also allowed to visit for nonessential travel.
All must provide a vaccination certificate or a negative PCR test and fill in a passenger locator form on their plans in Greece. This directive expires on June 14, but could be extended.
Athens long pressed for a common EU approach, but didn’t wait for one to materialize. On June 1, Greece, Germany and five other bloc members introduced a COVID certificate system for travelers, weeks ahead of the July 1 rollout of the program across the 27-nation bloc.
SPAIN
Spain kicked off its summer tourism season Monday by welcoming vaccinated visitors from the U.S. and most countries, as well as European visitors who can prove they are not infected.
Americans and most other non-Europeans need an official vaccine certificate by a health authority. Spain accepts those who were inoculated with the four EU-approved vaccines as well two Chinese vaccines authorized by the World Health Organization — as long as visitors are fully vaccinated at least two weeks before the trip.
Arrivals from Brazil, South Africa and India are banned at the moment because of high infection rates there, and non-vaccinated Americans and many other non-EU nationalities cannot come to Spain for tourism for now.

But there are exemptions for countries considered at low risk, such as citizens from Britain, who can arrive without any health documents at all. EU citizens need to provide proof of vaccination, a certificate showing they recently recovered from COVID-19, or a negative antigen or PCR test taken within 48 hours of arrival.
BRITAIN
There are few, if any, American tourists in the U.K. at present. Britain has a traffic-light system for assessing countries by risk, and the U.S. along with most European nations is on the “amber” list, meaning everyone arriving has to self-isolate at home or in the place they are staying for 10 days.
U.K. and U.S. airlines and airport operators are pushing for a travel corridor to allow tourism to resume, and Prime Minister Boris Johnson is expected to raise the issue when he meets President Joe Biden at a G-7 summit in England this week.
Meanwhile, anyone traveling between Britain and continental Europe, be warned: In addition to the isolation requirement for those arriving or returning to U.K. shores, rising concern about the delta variant of the virus has prompted some other countries to introduce special restrictions for those arriving from Britain.
EUROPEAN UNION
The 27-nation EU has no unified COVID tourism or border policy, but has been working for months on a joint digital travel certificate for those vaccinated, freshly tested, or recently recovered from the virus. EU lawmakers endorsed the plan Wednesday.
The free certificates, which will contain a QR code with advanced security features, will allow people to move between European countries without having to quarantine or undergo extra coronavirus tests upon arrival.
Several EU countries have already begun using the system, including Spain, Germany, Greece, Bulgaria, Croatia, the Czech Republic, Denmark and Poland. The rest are expected to start using it July 1.
It’s mainly meant for EU citizens but Americans and others can obtain the certificate too — if they can convince authorities in an EU country they’re entering that they qualify for one. And the lack of an official U.S. vaccination certification system may complicate matters.
Biden to lay out vax donations, urge world leaders to join
One year ago, the U.S. was the deadliest hotspot of the COVID-19 pandemic, forcing the cancellation of the Group of Seven summit it was due to host. Now, the U.S. is emerging as a model for how to successfully emerge from more than 15 months of global crisis.
For President Joe Biden, who is meeting with leaders of the wealthy G-7 democracies on his first overseas trip since taking office, it’s a personal vindication of his pledge to turn around the U.S. virus, but also a call to action to enlist other countries in the global fight.
In a speech on the eve of the summit, Biden on Thursday will unveil plans for the U.S. to donate 500 million vaccine doses around the globe over the next year, on top of 80 million he has already pledged by the end of the month. U.S. officials say Biden will also include a direct request to his fellow G-7 leaders to do the same.
“We have to end COVID-19, not just at home — which we’re doing — but everywhere,” Biden told American servicemembers Wednesday on the first stop of his three-country, eight-day trip, adding that the effort “requires coordinated, multilateral action.”

“There’s no wall high enough to keep us safe from this pandemic or the next biological threat we face — and there will be others,” he added.
The U.S. has faced mounting pressure to outline its global vaccine sharing plan, especially as inequities in supply around the world have become more pronounced, and the demand for shots in the U.S. has dropped precipitously in recent weeks.
The new U.S. commitment is to purchase and donate 500 million Pfizer doses for distribution through the global COVAX alliance to 92 lower-income countries and the African Union, bringing the first steady supply of mRNA vaccine to the countries that need it most. The U.S. is now set to be COVAX’s largest vaccine donor in addition to its single largest funder with a $4 billion commitment.
The global alliance has thus far distributed just 81 million doses, and parts of the world, particularly in Africa, remain vaccine deserts.
After leading the world in new cases and deaths over much of the last year, the rapid vaccination program in the U.S. now positions the country among the leaders of the global recovery. Nearly 64% of adults in the U.S. have received at least one vaccine dose and the average numbers of new positive cases and deaths in the U.S. are lower now than at any point since the earliest days of the pandemic.
The Organization for Economic Cooperation and Development last week projected that the U.S. economy would grow at a rate of 6.9% this year, making it one of the few nations for which forecasts are rosier now than before the pandemic.
U.S. officials are hopeful the summit will conclude with a communique showing a commitment from the G-7 countries and other invited nations to do more to help vaccinate the world and support public health globally.
“I don’t anticipate contention on the issue of vaccines. I anticipate convergence,” national security adviser Jake Sullivan told reporters Wednesday. “Because we’re all converging around the idea that we need to boost vaccine supply in a number of ways: sharing more of our own doses — and we’ll have more to say on that; helping get more manufacturing capacity around the world — we’ll have more to say on that; and, of course, doing what’s necessary across the chain of custody from when the vaccine is produced to when it gets in someone’s arms in the rural developing world, and we’ll have more to say on that.”

Last week, the White House unveiled plans to donate an initial allotment of 25 million doses of surplus vaccine overseas, mostly through the United Nations-backed COVAX program, promising infusions for South and Central America, Asia, Africa and others.
Officials say a quarter of that excess will be kept in reserve for emergencies and for the U.S. to share directly with allies and partners, including South Korea, Taiwan and Ukraine.
Sullivan noted that Biden has previously committed to turning the U.S. into a modern day “arsenal of democracies” for vaccines, but that the country also has health reasons for spreading vaccinations — preventing the rise of potentially dangerous variants — and geostrategic ones as well.
China and Russia have shared, with varying success, their domestically produced vaccines with some needy countries, often with hidden strings attached. Sullivan said Biden “does want to show — rallying the rest of the world’s democracies — that democracies are the countries that can best deliver solutions for people everywhere.”
The U.S.-produced mRNA vaccines have also proven to be more effective against both the original strain and more dangerous variants of COVID-19 than the more conventional vaccines produced by China and Russia. Some countries that have had success in deploying those conventional vaccines have nonetheless seen cases spike.
Biden’s decision to purchase the doses, officials said, was meant to keep them from getting locked up by richer nations that have the means to enter into purchasing agreements directly with manufacturers. Just last month, the European Commission signed an agreement to purchase as many as 1.8 billion Pfizer doses in the next two years, a significant share of the company’s upcoming production — though the bloc reserved the right to donate some of its doses to COVAX.
Global public health groups have been aiming to use this week’s G-7 meetings to press the nation’s wealthiest democracies to do more to share vaccines with the world, and Biden’s plans drew immediate praise toward that end.
Tom Hart, acting CEO at The ONE Campaign, a nonprofit that seeks to end poverty, said Biden’s announcement was “the kind of bold leadership that is needed to end this global pandemic.”

“We urge other G-7 countries to follow the U.S.’ example and donate more doses to COVAX,” he added. “If there was ever a time for global ambition and action to end the pandemic, it’s now.”
But others have called on the U.S. to do even more.
“Charity is not going to win the war against the coronavirus,” said Niko Lusiani, Oxfam America’s vaccine lead. “At the current rate of vaccinations, it would take low-income countries 57 years to reach the same level of protection as those in G-7 countries. That’s not only morally wrong, it’s self-defeating given the risk posed by coronavirus mutations.”
Biden last month broke with European allies to endorse waiving intellectual property rules at the World Trade Organization to promote vaccine production and equity. But many in his own administration acknowledge that the restrictions were not the driving cause of the global vaccine shortage, which has more to do with limited manufacturing capacity and shortages of delicate raw materials.
