He specifically mentioned the progress that Bangladesh made over the last 10 years.
Shringla, who left Dhaka for Delhi on Monday, made the remarks while delivering his speech at a farewell reception in the city.
The High Commissioner said India, as its best friend and neighbour, wants to see a prosperous, stable and peaceful Bangladesh.
Shringla visited most districts of Bangladesh during his tenure in Bangladesh as the Indian High Commissioner for the last three years.
"I've found the people of Bangladesh very generous, hardworking and helpful," he added.
Awami League General Secretary and Road, Transport Bridges Minister Obaidul Quader, State Minister for Foreign Affairs M Shahriar Alam, outgoing Information Minister Hasanul Haq Inu and business leaders, among others, attended the event.
