In the third wicket partnership, Mohammad Rizwan and Babar Azam added 82 runs, but after Babar's dismissal, also at the hands of Siraj, Pakistan's batting line-up crumbled.
From a position of 155 for two, Pakistan concluded their innings at 191 all out.
Each of India's first five bowlers secured two wickets apiece.
In World Cup history, Pakistan has faced India in seven matches, but has yet to secure a victory.
